Policy For Delivering To Apartments?

My apartment complex has a smart locker near the office, and I wanted to know if the Amazon driver has to deliver the packages there instead of following my instructions. The instructions are set to deliver my packages to my front door, but they never do; instead, they take them to the smart locker. Does it all just depend on the driver, or are they required to deliver the packages to the lockers? I would just like to understand before complaining. As a former Amazon employee, I know how hectic it can get trying to meet quotas.
